Bedford County SAVIN Coverage
Tennessee's service is the Statewide Automated Victim Information and Notification system, or SAVIN, delivered through VINELink. TDOC joined VINE for state custody in 2021, and the agency's report said VINE was already used across all 95 Tennessee county jails. That supports broad county coverage. Still, the live matching record is the best check that Bedford County Jail is reporting the specific event at issue.
The direct Tennessee VINELink route opens the state service. A Bedford County record may concern a local jail detainee. A TDOC record concerns a state felony offender. Search Bedford County VINELink

- For a telephone registration, create the personal PIN requested by the interface. Keep it in a safe place.
- Complete any email, text, or account confirmation and retain the registration confirmation.

Bedford VINELink Phone PIN
The PIN acknowledges an automated telephone message. When a call arrives, listen to the event, then enter the PIN as directed. Tennessee sources describe repeat call attempts until acknowledgment. Keeping the PIN allows the user to stop those repeats and confirms that the message was received.
Do not state a fixed PIN length. The captured Tennessee interface must control that detail, and the screen can change. The PIN does not prove the identity of the person in custody, hide the public offender record, or prove community release. It only performs the notification function. Bedford Detainer Release Warning
TDOC Policy 511.03 and release-notice form CR-3626 draw a crucial line. A release “by detainer” to a Tennessee county facility is not release to the community. It means the first custodian ended its hold while another county took custody. A VINE event can therefore be accurate and still not mean the person is free.
The TDOC release-notice policy and form include name, TDOC ID, conviction date and county, date of birth, offense, release type, release date, sentence-expiration date, and intended residence city and state. The form directs users to register with SAVIN for the receiving county after a detainer transfer.
- Read the Bedford or TDOC event and identify the releasing agency.
- Ask for the release type, destination, and receiving county or agency.
- Search or contact the receiving source after it has had time to index the transfer.
- Register with SAVIN for the receiving county when the live record permits it.
- Keep the original transfer record. Do not relabel it as community release.
This is the distinctive Tennessee rule that prevents a false “released” conclusion. The same caution applies to a Bedford transfer to TDOC, USMS, or ICE, although those systems use their own locators and notice services.
Confirm Bedford County Release

Bedford VINELink Search Limits
VINE is not the BOP Inmate Locator and not the federal Department of Justice Victim Notification System. A federal prisoner must be searched in the official BOP locator, where a past result may show a release date and “Released” or “Not in BOP custody.” Even that wording only proves BOP custody ended. It does not exclude transfer or later supervision.
A federal pretrial detainee held by the United States Marshals Service may not appear through BOP in the same way. ICE uses the Online Detainee Locator System. Those federal tools do not turn into Bedford County sources merely because the case arose locally. Keep each custody system separate.
The TBI Sex Offender Registry is also a narrow record for people with qualifying registration duties. It is not a list of all released people and does not establish a Bedford jail release date. VINELink, FOIL, the court record, and the jail release report each answer a different part of the question.
